Put the two 160 mm sets side by side and you see two different fans and one identical filter. That is not a saving but a consequence of how a filter is chosen.

A filter is decided by the volume of air passing through it, not by how that air is controlled. Both fans top out at 800 m³/h: the two-speed version on its high setting, this one at its maximum. So what the filter must handle is the same either way, and the K2603 is rated for exactly that 800.

The difference is how often you are up there. With two settings you run at 800 for the whole light period. With this control you are there only at the warmest moments and below it otherwise, which means your filter handles less air per day in practice and therefore lasts longer.

That is a fair side effect to weigh in the comparison: the regulated set costs more to buy, but uses less electricity and stretches your filter's service life.
