A relay box, climate controller and humidity control in one unit: two outlets of up to 600 watts, a 3 amp fan output and control of a humidifier or dehumidifier.
Switching differential: why a controller does not switch on the degree
The specifications state "switching differential: 1 °C per step". It is a setting you never operate, and it determines how calmly your installation runs.
Imagine a controller switching exactly on your target. You set it to 24 degrees. At 24.0 your heater cuts out, the room cools a fraction to 23.9 and the heater fires straight back up. Then 24.0, off, 23.9, on. That is called hunting, and it is punishing: every switch-on is a peak load for your device, and relays and compressors fail noticeably faster for it.
A switching differential solves it by building in a margin. The controller does not switch back at the first tenth of a degree but waits until the temperature has moved a full degree. Your heater goes off at 24 and only back on at 23, rather than cycling every minute.
What that means for your expectations: your temperature moves within a band of about a degree, and that is correct. A reading creeping between 23 and 24 is not an inaccurate controller, it is a controller protecting your equipment.
The same logic applies to the humidity control. A dehumidifier does not want to cycle every minute either.

Frequently asked questions
My temperature keeps moving by a degree.
That is the switching differential and it is intended behaviour. Without that margin your equipment would cycle constantly.
Can it both humidify and dehumidify?
It drives a humidifier or a dehumidifier. Which you need depends on your room and your stage.
What does IP44 mean?
Protected against splashing water from any direction, which suits a damp grow room.
What is the difference from the 7 amp version?
That has four lamp contacts rather than two and a heavier fan output.
