First check that your lamps can take this
A central controller drives fixtures over a control protocol, and your lamp has to have that input. Without it nothing happens: the panel is not a partial solution but no solution at all. So check the product page of your fixture for protocol support before you buy the panel, not after.
What the panel does

Dimming is more than turning it down
A dimmed lamp draws less and gives off less heat, which in summer sometimes gains you more than the light you give up. Can I switch my lamps on and off with it?
Yes, and that is rather the point: the panel handles schedule and intensity together, so you no longer need a separate timer per lamp.
Do I need the cable?
As soon as you drive more than one fixture, yes, because it links them back to the panel.
Is dimming bad for yield?
Not if you do it deliberately. Less light means less growth, but a lamp turned down in the first weeks prevents damage you cannot make up later.
