This adapter set powers two 40 watt Cosmorrow LED bars, 80 watts together on 24 volts. The DC lead is 180 centimetres, which decides where the supply can hang.
IP54 is not the same as IP65
The Cosmorrow bars are IP65. That means waterproof: you may hang them among wet foliage, they tolerate spraying, and the manufacturer says they survive being dropped in water. It is one reason this range is popular in growing spaces.
The supply is IP54, which is a different number with a different meaning. IP54 covers dust and splashes, so the odd drop or some moisture in the air is no trouble. A directed jet of water, condensation standing on it for days, or a spot where water can pool is another matter. The lamp may get wet; the supply may not.
That makes placement a decision rather than an afterthought. Hang the supply high and dry, preferably outside the tent or just inside the opening where you can reach it, and not on the floor where spilled water ends up. That 180 centimetre DC lead is generous enough for it, and that is exactly why it is so long.
One more practical note: a supply makes heat. Leave air around it and do not bury it under a pile or inside a closed box.

May the supply hang inside the tent?
It may, provided it is high, dry and has air around it. Not on the floor and not where water pools.
Is this power supply waterproof?
No. The supply is IP54, so dust and splash resistant. The LED bars themselves are IP65 and may get wet.
Why is the DC lead so long?
So the supply can sit away from the moisture and the heat. A hundred and eighty centimetres is usually generous enough.
Can I connect 20 watt bars to it?
Yes. A heavier supply with lighter bars is no problem.
