A fresh cutting has no roots and can therefore take up almost no water. Anything drying it out is a problem in those first days, and heat from above is the commonest cause. At the same time you want the lamp close, because light falls off quickly with distance and a cutting under a lamp hanging half a metre up receives little.

That is exactly the bind a fluorescent tube handles well. It barely warms up and spreads its light along its whole length, so you can hang it just above your propagation tray without the leaves beneath drying out. With a compact lamp of the same wattage you must keep your distance, and lose on the way the intensity you were trying to gain.

The added blue in this spectrum works with that. Blue light keeps young material short and sturdy rather than leggy, and a cutting that stretches toward the light in its first weeks makes a weaker plant.

Do keep an eye on your humidity: a lamp adding no heat does not mean a propagation tray keeps itself moist.
